Аннотация

Преемственность имперской и ранней советской этнополитики России остаётся малоизученной актуальной темой. Российская Федерация сохраняет ряд правовых и организационных принципов, идеологем, унаследованных от Российской империи и СССР. Цель исследования — установить проявления преемственности этнополитики на примере Юга России 1920-х гг. Статья основана на применении неоинституционализма и диахронного сравнительного анализа. Автор исходит из того, что меры этнополитики были подчинены целям модернизации и построения бесклассового общества. Раскрыты проявления неэффективности компромисса большевиков с национально-центробежными настроениями на Северном Кавказе (1920—1923 гг.). Автор выявляет долгосрочные цивилизационные и геополитические факторы, побудившие советскую систему применять имперские методы этнополитики. Раскрыты различия и противоречия между имперской и ранней советской этнополитикой. Определены этапы этнополитики в 1920-х гг. на Юге РСФСР, выяснены их различия в территориальном и хронологическом аспектах. Сделан вывод о переходе в 1924 г. органов власти от создания этнократических автономий, от передачи казачьих земель автономиям к ограничениям статуса автономий, к их реинтеграции в состав Северо-Кавказского края. Внимание уделено политике в отношении славянского населения в автономиях Северного Кавказа.
