Аннотация

Формирование современных геостратегических концепций Прикаспийских государств, проходит через сложный процесс становления и практического внедрения, который сопровождается необходимостью урегулирования многочисленных противоречий, существующих внутри этого политико-экономического сообщества. Непосредственное участие в формировании этих стратегий принимают политические элиты, кровно заинтересованные в обеспечении режима безопасности для своих государств и развития интеграционных процессов. Именно от умения политических элит договариваться по самым сложным вопросам современности зависит то, насколько эти страны преодолевают время от времени возникающие между ними кризисные ситуации. А подобные конфликты в современном мире множатся с каждым годом. Мир постепенно подходит к опасной черте, за которой существующий порядок может стремительно разрушиться и создать неуправляемый поток хаоса. Автор считает подобное положением дел недопустимым и предлагает в качестве примера конструктивное поведение политических элит каспийской пятерки (России, Азербайджана, Ирана, Туркменистана и Казахстана), которой удалось договориться об общих правилах игры в регионе «Большого Каспия».

Основной задачей настоящего исследования является выяснение общих алгоритмов геополитических стратегий Прикаспийских государств в деле разрешения наиболее значимых для всех угроз и вызовов современности. Автор отвечает на вопрос, каким образом политические элиты этих стран разрабатывают общие принципы и подходы в деле решения узловых проблем современности, главной из которых является тема коллективной региональной безопасности. Решение этого вопроса напрямую зависит от глубины и качества проходящих здесь интеграционных процессов. Интеграция становится главным звеном в системе региональной безопасности, поскольку позволяет снизить развитие существующих рисков и предотвратить наступление возможных угроз извне.
