Аннотация
В статье представлено исследование институтов и форм общественного участия в процессах принятия решений по делимитации избирательных округов. Общественное участие позволяет вывести процесс принятия решения о границах избирательных округов за рамки политической элиты. Исследование выполнено на методологической основе современной теории общественного участия. Выявлено, что единственным примером «реальных полномочий» общественности в процессе делимитации избирательных округов в современном мире является наделение общественности в Австралии правом формулировать первоначальные предложения по определению границ избирательных округов. Основной формой общественного участия являются консультации, формат которых не позволяет классифицировать их как «символическое участие». Временные рамки процедур общественного участия (от 6 дней в России до более чем 1 года в Великобритании и Индии) являются фактором, существенно влияющим на силу общественного воздействия.
