Аннотация

В статье авторы, развивая концепцию З.Баумана о формировании элитарных зон как проявление глобализации, обосновывают мысль, что этот процесс обоснован не только глобализационными тенденциями, но и деглобализаций, регионализацией, интеграцией, дезинтеграцией, транснационализацией и т.п. как одномоментно протекающими процессами. Эти, казалось бы, взаимно исключающие процессы, существуют на разных уровнях мировой системы, делая ее в настоящее время слабопрогнозируемой. Одномоментность протекания означенных процессов приводит к дисфункциональному существованию традиционных институтов, порождает ситуацию interregnum, что, в свою очередь, обостряет борьбу глобальных, региональных государственных и акторов вне суверенитета на создание новых / удержание старых элитарных зон, что влечет за собой конструирование / поддержание функционирования территорий распада. Авторы анализируют технологии переформатирования мировой политической системы с целью поддержания функционирования новых/старых элитарных зон мировой системы за счет создания/расширения/ поддержания функционирования новых или уже существующих территорий распада. Элитологический анализ настоящей работы заключается в развитии концепции З. Баумана о формировании элитарных зон в современном глобализирующемся, дисфункциональном мире.
