Аннотация
Политика является одной из самых динамичных сфер человеческой деятельности и проходящие здесь процессы всегда находятся в состоянии непрерывного изменения, уточнения, добавлении и трансформации. Данная динамика обнаруживается как на федеральном, так и на региональном уровне. Циклы изменения различаются, но все вместе они свидетельствуют о том, что идет постоянный процесс доводки и слаживания политических механизмов по совершенствованию структур государственной власти. Особенно этот процесс имеет важность в сложных полиэтнических регионах, где за многие годы скопилось много неоднозначного и противоречивого. Руководителям субъектов этого региона всегда приходится решать скопившиеся здесь «старые» проблемы, отложенные по разным причинам их предшественниками. Опора на существующие традиции позволяет не совершать ошибок и обострять ситуацию, а находить всегда оптимальное для всех решение. В настоящем исследовании проводится системный анализ существующих у региональных элит проблем, с вызовами которых им необходимо справиться для того, чтобы гарантировать местному населению мир и порядок. Именно качество решения этой проблемы и определяет степень эффективности их профессиональной деятельности и уровень доверия к ним.
