В настоящей статье анализируется системная фрагментация политических элит США в 2025-2026 гг., которая представляет собой качественно новый этап кризиса американской политической системы. Автор показывает, что фрагментация выражается не только в традиционной партийной поляризации, но и в распаде внутренней сплочённости правящего класса, утрате способности к согласованным действиям и деинституционализации механизмов рекрутирования и ротации элит. На конкретных эмпирических примерах - массовых чисток федеральной бюрократии, увольнений в Кабинете министров и Пентагоне, рекордного числа досрочных уходов членов Конгресса, а также на фоне непопулярной иранской военной кампании и т.д. - в статье иллюстрируется переход элит в режим «тактического выживания». В настоящей работе особое внимание уделяется институциональному кризису Конгресса США, который теряет контроль над исполнительной властью и собственными экспертными компетенциями. Автором делается вывод о многоуровневом системном кризисе американской модели разделения властей, который ставит под вопрос обратимость фрагментации и возможность возврата к классической системе сдержек и противовесов. The article analyzes the systemic fragmentation of political elites in the United States in 2025-2026, which represents a qualitatively new stage in the crisis of the American political system. The author shows that fragmentation is expressed not only in traditional party polarization, but also in the disintegration of internal cohesion within the ruling class, the loss of the ability to take coordinated action, and the deinstitutionalization of elite recruitment and rotation mechanisms. Using specific empirical examples - mass purges of the federal bureaucracy, dismissals in the Cabinet and the Pentagon, a record number of early departures of members of Congress, as well as against the backdrop of the unpopular Iranian military campaign - the article illustrates the elites' shift into a mode of «tactical survival». Special attention is paid to the institutional crisis of Congress, which is losing control over the executive branch and its own expert competencies. The conclusion points to a multi-level systemic crisis of the American separation of powers model, which calls into question the reversibility of fragmentation and the possibility of returning to the classical system of checks and balances.
