Настоящая статья посвящена исследованию каналов рекрутирования и карьер руководителей субъектов Российской Федерации, отвечающих за проведение культурной политики. Всего были проанализированы биографии 321 региональных министров культуры. В работе использован структурно-биографический анализ. В работе показано, что значительную часть министров культуры можно назвать министрами-экспертами или профессионалами, получивших профессиональное образование в области культуры и работавших в этой области какое-то время. В тоже время исследование выявило уменьшение доли таких министров. Анализ также показал, что доля министров, имевших опыт работы в различных управлениях культуры, заметно увеличилась за анализируемый период, что свидетельствует о росте бюрократической профессионализации. При этом в течение рассматриваемого периода выявлено уменьшение доли министров, имевших в своей карьере опыт работы в области культуры, науки и образования. В целом исследование показало особенности карьерных траекторий и каналов рекрутирования региональной элиты, отвечающей за культурную политику. Для региональных руководителей культуры основными каналами рекрутирования являются административная сфера и сфера культуры, образования, науки. В этом случае заметную роль играют группы, которые занимают средние, промежуточные позиции в социально-профессиональной структуре. В этой связи данная часть административной элиты является более открытой по сравнению с региональной административной элитой в целом. В тоже время в последнее время исследование с одной стороны показало тенденции усиления роли административной сферы и бюрократической профессионализации, а с другой ослабления роли сферы культуры как каналов рекрутирования, что может свидетельствовать о некотором понижении степени открытости этой элитной структуры.
This article examines the recruitment channels and careers of regional leaders responsible for cultural policy in the Russian Federation. In total, the biographies of 321 regional ministers of culture were analyzed. The study utilized a structural biographical analysis. The study revealed a significant feminization of this group of regional elites. In addition, the analysis revealed a decrease in the proportion of ministers born in the periphery, which is also characteristic of the regional administrative system as a whole. The work shows that a significant portion of the ministers of culture can be called expert ministers or professionals who received professional education in the field of culture and worked in this field for some time. At the same time, the study revealed a steady decrease in the proportion of such ministers. The analysis also showed that the proportion of ministers with experience in various cultural departments increased significantly over the analyzed period, which indicates an increase in bureaucratic professionalization. At the same time, during the period under review, a decrease in the proportion of ministers who had experience in the field of culture, science and education in their careers was revealed. In general, the study showed the features of career trajectories and recruitment channels for the regional elite responsible for cultural policy. For regional cultural leaders, the main channels are the administrative sphere and the sphere of culture, education, science. In this case, a significant role is played by groups that occupy middle and intermediate positions in the socio-professional structure. In this regard, this part of the administrative the elite is more open. At the same time, recent research has shown, on the one hand, a trend towards strengthening the role of the administrative sphere and bureaucratic professionalization, and, on the other, a weakening of the role of the cultural sphere as a recruitment channel, which may indicate a certain decrease in the degree of openness of this elite structure.
