В статье анализируется динамика политической системы Туниса и тенденции ее развития с 1950-х гг. по настоящее время. Автор работы предполагает, что Тунис имеет устоявшуюся политическую систему с собственным треком политического развития, характер которого определяется качественными характеристиками правящих элит. В рамках настоящего исследования раскрываются основные черты политической системы Туниса; определяется влияние т.н. Арабской весны на исследуемую политическую систему; обозначается взаимосвязь динамики политической системы современного Туниса и качественных характеристик политических элит, осуществляющих управление страной, начиная с периода независимости и по настоящее время. Делается вывод о реверсе политической системы Туниса к ее более ранним контурам с тенденцией к концентрации власти в руках президента и ростом авторитаризма, при этом динамика представляет собой вращение вокруг сложившегося в первые десятилетия образа власти и устоявшихся практик правящих элит. В качестве прогноза утверждается, что существенные трансформации политической системы, связанные с демократическими трендами, вряд ли будут устойчивыми в Тунисе.
The article analyzes the dynamics of the Tunisian political system and its development trends from the 1950s to the present. The author assumes that Tunisia has an established political system with its own track of political development, the nature of which is determined by the qualitative characteristics of the ruling elites. The study reveals the main features of the Tunisian political system; the influence of the Arab Spring on the political system under study is determined; The interrelation between the dynamics of the Tunisian political system and the qualitative characteristics of the political elites governing the country, starting from the period of independence and up to the present, is revealed. The conclusion is drawn about the reversal of the Tunisian political system to its earlier contours, with a tendency to concentrate power in the hands of the president and the growth of authoritarianism, while the dynamics revolve around the image of power that developed in the first decades and the established practices of the ruling elites. As a forecast, it is argued that significant transformations of the political system associated with democratic trends are unlikely to be sustainable in Tunisia.
